Paraphrasing:

The horse gives a jerk and the bell of its harness shakes impatiently. The horse could stand in the cool wind anymore. The poet can read the feeling of his little fellow. There is also the sound of wind and soft flakes of snow. By the sound of the bell, the horse wants to remind the poet about the aims of his life, and a signal that they should continue the journey to reach their destination.
